Artlis (/artlis/ [Translation Unavailable]) is a subtropical Town located in Tshmíhzān County, Wowoufada Kingdom, within the Sylvanian Empire.

The name Artlis is derived from the Sylvin language, as Artlis was founded by Marcia Mather Houseman, who was culturaly Sylvin.

Climate

Artlis has a yearly average temperature of 18°C (64°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a cool 11°C (51°F). Artlis receives an average of 79 cm/y (31 in/y) of precipitation, most of which comes in the form of rain during the spring. Artlis covers an area of nearly 5 km2 (2 mi2), and an average elevation of 5622 m (18444 ft) above sea level.

Overview

Artlis was founded durring the early 12th century in summer of the year 1135, by Marcia Mather Houseman. The establishment of Artlis was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Marcia Mather Houseman struck deals with nearby nations and communities to establish Artlis as a prison colony.

Artlis was built using the conventions of Sylvin durring the early 12th century. Naturaly, all settlmentss have their own look to them, and Artlis is no diffrent. The town's buildings feature masoned stone construction which prominantly features pointed arches, pointed ribbed vault cielings, flying buttress', and window tracery all of which share a simmilar gemoetetic patern halfway between organic and inorganic in design formaing a very distinct aesthetically integrated style. BUildings tend to reach for the havens, and more expencive homes are easily identified by their floor count as well as the addition of decorative features intigrated into the building's design such as statues, gargoyals, and embelished joinery.

Artlis is is constructed arround a series of premissive split-log ties mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The town resides behind a palisade wall complete with battlments, a moat, and timber gatehouses with drawbridges. The town's robustly designed timber walls are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the town's defences.

A look around Artlis gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring just long enough for it to be uncomfortable. A second look around Artlis makes it abundantly clear the town suffered something horrible some time ago. It's as if the town itself is depressed. Smiles are few, cheer is nowhere to be had.

Civic Infrastructure

Artlis possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.

Artlis has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Artlis. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Artlis's parks.

Artlis has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Artlis.

Artlis has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Artlis has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Artlis has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Artlis's public wards, blessings, and other arcane systems.

Artlis possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Artlis has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Artlis's natural decorations nor waterways.

Artlis has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Artlis has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Artlis's chapel was built using a different architectural style from the rest of the town. The style used makes use of a large oblong hall or building with double colonnades and a semicircular apse and symmetrical central-plan, resulting in buildings with a square central mass and four arms of equal length. Decorative features included domed rooves, arches, soaring spaces, and sumptuous decoration: marble columns and inlay, mosaics on the vaults, inlaid-stone pavements, and sometimes gold coffered ceilings.

In Artlis there are unidentifiable people in the fog, but it seems to be okay.

The Weedwhip near Artlis are known to be quite timid.

Artlis's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves long periods of drunkenness to channel Transmutation energies of tier 1 via recitation of poetic epics.

History

Artlis is in secret rebellion against their ostensible liege, having cut deals with his enemies, plotted to betray him for their own gain, or bridled under his tyranny and sought a better lord. The community’s leadership is all in on this plot, and outside viceroys or representatives are being kept carefully ignorant of the reality. The common folk may be oblivious to the truth, though they’ll doubtless have felt the same motivations and promptings that convinced their leaders to turn traitor.

In time immemorial, reportedly some time during the early 2nd century, Artlis was attacked by savage tribes living nearby Artlis. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Artlis lost 293 people, 358 livestock, and 89 buildings. The conflict ended after roughly 217, when members of Artlis's militia enacted an operation to delay the operations of the enemy. The operation was complicated by major logistical problems. The conflict ended with an assault and siege on the depot, which ended in a crushing defeat for Artlis's forces. The war is remembered in legend by Artlis's bards, historians, and legend keepers.
